Again, you can get a land with three mana, which is too much, but later in the game you can get two additional land drops
Dont play either unless you can get use out of them straight away
But what really kicks it over the top is that middle part of his text box: Whenever an opponent casts a spell, if no mana was spent to cast it, counter that spell. You dont have to worry about an opponent casting a Force of Will while tapped out, or a free Fierce Guardianship or Deadly Rollick
How about a white mana ramp card that's also a white card draw spell
It also helps that this is an Azorius precon, meaning it only uses white and blue mana, keeping things simple for new players, but the volume of colorless cards also means you should never be short of cards to play, so long as you have mana on the board
Most of the other cards simply don't have the kind of rate that's really good for Pauper
